The sound you hear is the voice of the bald eagle. Many times people will mistake the call of the Red-tailed hawk for that of the bald eagle.
Here are two mature bald eagles fighting in the air over a scavaged salmon. They fought and ended up dropping the salmon into the water! I did see this happen several times; they fight over food only to drop it in the water and lose it altogether.
